2. Owner’s Representation & Stakeholder Governance

Overview

As Owner’s Representative, Kestrel acts as the client’s advocate, protecting interests, facilitating decisions, and ensuring the project team remains aligned with strategic goals. We provide the leadership, structure, and clarity necessary for owners to maintain control over scope, cost, schedule, and risk while minimizing operational and financial exposure.

What This Service Includes

  • Establishing governance frameworks with clear responsibilities, workflows, and approvals.

  • Leading stakeholder engagement, ensuring consistent communication across client teams, landlords, consultants, and contractors.

  • Serving as the primary client point-of-contact, centralizing information flow and decision- making.

  • Advising on design, procurement, and construction decisions, protecting the owner’s risk posture.

  • Managing expectations and alignment across executive, operational, and technical stakeholders.

  • Facilitating meeting structures (OAC, internal steering committees, design coordination, etc.).

  • Monitoring contractual obligations and deliverables to ensure commitments are met.

  • Anticipating risks and advising owners on strategic interventions.

Why This Matters

Large teams and complex scopes create misalignment. Strong owner’s representation ensures the project’s direction remains anchored in the owner’s goals, not the contractor’s or consultant’s.

Ideal Engagement Scenarios

  • Owners without in-house PM/CM teams

  • Projects with many internal or external stakeholders

  • Landlord-tenant coordination needs

  • Projects prone to scope creep or misaligned expectations
